The amendments provide standards for reducing acid rain and controlling air pollution in urban areas, and name propane as an energy source that meets the requirements to be labeled "clean-burning."

Chlorofluorocarbons (CFCs) have been found to be directly responsible for the earth's depleting ozone layer and are emitted through electric generated air-cooling units and heaters. Because propane fueled air-cooling equipment uses water or water and ammonia solutions as refrigerants, it is an environmentally friendly option that contains no CFCs and is not harmful to the ozone layer. Additionally, because propane releases far less carbon dioxide than other fossil fuels, especially coal, it will not contribute to the increasing effects of global warming.
